Conner received his Bachelor of Arts degree in Political Science from the University of Philippines Cebu and graduated Cum Laude in 2019. He received his Juris Doctorate degree from the University of San Carlos School of Law and Governance in 2023 and ranked Top 10 overall graduates from the whole batch.
